What is the ruling on paying a driver for using a government bus for personal purposes (to take my daughter to nursery), and would I be a partner in sin?

As long as this neighbor uses the work vehicle for his personal benefit and profits from it without right, it is not permissible to agree with him to transport your daughter in the work vehicle for a fee; because it is a forbidden rental and a betrayal of trust.
