What is the ruling on a father preventing his daughter from memorizing the Qur’an at a Qur’an memorization center, while allowing her to memorize it with other relatives, justifying this by fearing for her safety?

This issue does not go beyond four possibilities:

1. That the memorization center or the path to it causes harm or fitnah, while the relatives' home does not cause that: The father is right in preventing his daughter. 2. That the opposite is true: The father is mistaken, and he should not be obeyed in going to a corrupt place. 3. That both places are equal in bringing harm or fitnah: Both places must be avoided, and the refusal should be done politely and respectfully to the father. 4. That both places are equal and neither contains harm or fitnah: The father must be obeyed, as he may see a benefit in the family's home.
