Is the ghusl valid despite the presence of a small, dry piece of something attached to the penis after الاحتلام (a wet dream) that prevents water from reaching it, even though the penis was washed thoroughly?

If the intention to perform ghusl (definition) for janabah (definition) or to remove ritual impurity precedes the washing of the private parts, then the ghusl is valid, and anything that adheres to it after washing does not invalidate it. However, if the private parts are washed before the intention, and then a piece of tissue adheres to them, preventing water from reaching the skin, then the ghusl is incomplete. In this case, the tissue must be removed and the covered area washed. There is no need to repeat the entire ghusl because continuous action (muwalat) is not a condition according to the majority of scholars. If prayers were performed with this incomplete ghusl, those prayers must be repeated.
