What is the ruling on purchasing a computer from a store contracted with the college, then settling the amount with the college by deducting it from the stipend over ten months?

This transaction is permissible. It is a debt from the university to you, which is to be repaid in installments from your allowance. There is no additional interest on the debt for it to be prohibited usury (riba).
