Who are the qualified people of Fatwa in this era?

The individual's responsibility regarding whom they seek religious opinions from and emulate in matters of religion is valid. It is not permissible to seek a fatwa except from someone whose eligibility is known through their justice, knowledge, and piety, and who is a jurist. The eligibility of a mufti is known by the testimony of scholars to him, and by the widespread and famous recognition of this among people. It is permissible to seek a fatwa from someone whose condition is concealed (i.e., not openly known to be corrupt), but it is not permissible to seek a fatwa from someone whose eligibility is doubted or strongly presumed to be unqualified. It is permissible to seek a fatwa from a follower (muqallid) out of necessity and in the absence of a mujtahid scholar. And whoever issues fatwas with knowledge and ijtihad, or by following someone whose emulation is permissible, then it is permissible to seek a fatwa from him and accept his opinion. Ijtihad is divisible, so if an ordinary person knows a scholar to be knowledgeable in a specific area, it is permissible to seek a fatwa from him in that matter. It is imperative to seek out people of piety and verify their qualifications in this era, as daring to issue fatwas has become widespread.
