Are taxes paid considered part of Zakat on wealth, and is it permissible to resort to trickery to reduce the exorbitant commercial electricity bill?

If a person is able to circumvent and nullify unjust taxes, levies, and tributes, then it is good. However, refraining from paying Zakat on the pretext of paying those unjust taxes, or counting them as part of Zakat, is impermissible.
