Are income tax and property tax considered Zakat on money and property?

Taxes of all kinds are not permissible to be taken from a Muslim, because they are a form of maks (unlawful tax/levy) and taking people's money without a lawful right. This is unless the state is unable to provide public services; in which case, it may impose taxes that do not burden Muslims excessively, and it should limit them to the extent of the need. In any case, taxes do not suffice for the obligatory Zakat (definition), as the amount of each is different, as are their disbursement channels. Zakat is a right due to Allah Almighty, of a known amount, and it is only disbursed to the eight categories mentioned in the Holy Quran.
