It is not permissible to deal with a credit card that stipulates a late fee, because that is an acceptance of usury and a commitment to it. This may lead a person to fall into delay, thereby becoming an agent for usury, and the Prophet, peace and blessings be upon him, cursed the one who consumes usury, its agent, its scribe, and its two witnesses.
The resolution of the International Islamic Fiqh Academy states: "It is not permissible to issue or deal with an uncovered credit card if it is conditioned on an increase in usurious interest, even if the card applicant intends to pay within the free grace period."
Shaykh Ibn Uthaymeen stated that this transaction is forbidden because the cardholder obligates himself to pay usury if he does not pay on time, and this is a void commitment, even if he thinks he will pay on time, because circumstances may change.
