Consideration for the disbursement of Zakat should be based on what is most beneficial. If those eligible for it are found as quickly as possible, it must be disbursed immediately, because one is entrusted with it. However, if the Zakat payer fears that it might be disbursed inappropriately, there is no harm in delaying it until the rightful recipients are found. If an eligible person comes forward, he should be given according to his need, even if that amount consumes a large portion of the Zakat. The important thing is to disburse Zakat to its rightful recipients as soon as possible, whenever that is feasible.
