Is it better to accept a gift offered without seeking it, considering it a provision, and striving to reward the giver, or to refuse it from the beginning to avoid indebtedness?

The default is to accept a gift, based on the Prophet's (peace and blessings be upon him) saying to 'Umar ibn al-Khattab: "Take it and use it for wealth or charity. Whatever comes to you from this money, while you are neither covetous nor a beggar, take it. As for what does not, do not pursue it with your soul."

It is advisable to accept what is given to you without asking, unless one fears future reproach or obligation due to the gift, in which case it should be refused to protect oneself.

The consequences of accepting the gift should be considered. If accepting it leads to reproach, or flattery concerning the rights of Allah, and so forth, then refraining from accepting it is more preferable.
