Is it permissible for a husband to take back his wife with a new contract and new mahr, after he had divorced her twice, and then for the third time, during her waiting period, he told her: "I have taken you back and you are divorced," intending to effect the third divorce, and then she completed her waiting period?

If a man divorces his wife three times, she becomes irrevocably divorced from him, and she is not lawful for him until she marries another husband willingly and he consummates the marriage with her, and then he separates from her. This is based on the Almighty's saying: "And if he divorces her [for the third time], then she is not lawful to him afterward until she marries another husband." And the husband's statement "You are divorced" for the third time is an explicit pronouncement that effects divorce. The matter is further confirmed by his saying: "I took you back and you are divorced," which closes the path for him to take her back until she marries another husband and he consummates the marriage with her and then divorces her.
