Does the mother's refusal of marriage after her approval and change of mind due to the influence of the girl's maternal uncle count as "sihr (magic) to obstruct marriage"? Is it permissible to seek the help of shaykhs to facilitate this marriage through the Qur'an? What is the Shariah ruling on considering this as magic that requires ruqyah shariyyah (Islamic exorcism)?

What happened may not be magic, and it is forbidden to accuse people of it without clear proof. We advise you to seek the help of your mother or one of your mahrams (unmarriageable kin) to speak with the girl's parents to complete the marriage, as this is best for those who love each other. Supplicate to Allah to facilitate your marriage to her, and beware of charlatans and sorcerers. If the mother insists on refusing, then look for someone else, and seek Allah's help, for He will compensate both of you with something better.
