It is not permissible to raise the flag of an infidel state, because that involves celebrating and showing esteem for it, and this contradicts al-wala' wal-bara' (loyalty and disavowal). As for the banners of Islam, it has not been reported that Islam has specific banners. The Prophet, peace and blessings be upon him, adopted different banners in fighting, not in demonstrations. The jurists have deemed the variation in banner colors as desirable. If raising banners leads to harm, then it is not permissible to raise them.
