Is it permissible to take old, unused items from the warehouses of a government institution in a non-Muslim country, knowing that they will be destroyed or left to perish?

It is not permissible to take any belongings without the owners' permission, as they are their property and considered wealth that must not be trespassed upon. Their leaving these items, even until they are damaged, does not affect this, as they might use or sell them.
