What should the organizers of a Qatari Hajj campaign do about the belongings of pilgrims who are unknown or do not wish to claim them, given the imminent spoilage of food items and overcrowded storage facilities?

If the owner has informed you that he does not want his belongings, then you are free to dispose of them by using them or giving them in charity, and his right to them is relinquished.

As for someone whom you could not contact: if the belongings are a trust (wadi'ah), it is not permissible to dispose of them except in ways that preserve and protect them. Anyone who disposes of them is liable.

If the belongings are lost property (luqtah): if they are valuable and will not be harmed by remaining unused, they must be kept for a year. After that, it is permissible to use them or give them in charity, with a guarantee if the owner appears.

If they are perishable, they may be utilized with a guarantee of their value, or sold and their value kept for their owner.

If they are not valuable, it is permissible to utilize them or give them in charity, such as a date, a stick, a rope, or similar items.

It is advisable to publicize these belongings in newspapers and issue a general announcement. If their owners come, they should take them. Otherwise, they are to be treated as lost property.
