What should the questioner do with the bags he has had for five months after it became clear that they do not belong to his family, and is it permissible for him to open them and dispose of their contents if he travels?

Bags are considered found items (luqatah), and they must be announced for a full year. If the owner comes and describes the bag with its distinguishing features, it should be handed over to them. Otherwise, the finder may benefit from it after the year has passed, based on the Prophet's (peace be upon him) saying: "Identify its tie and its container, then announce it for a year, then benefit from it. If its owner comes, hand it over to him." Accordingly, it must be announced for a year or handed over to the authority responsible for travelers' lost and found items at the airport.
