What is the ruling on disposing of goods that have been found, whose owner is unknown, and who cannot be reached?
If the driver is known but you are unable to contact him, the goods are considered lost property, and you must donate them on his behalf if you despair of returning them.
If you do not know the driver, the goods are considered a "Luqatah" (found property), and you must publicize them for one lunar year in the place where they were found and in places where people gather. After that, you may dispose of them while guaranteeing them to their owner if he can be reached.
