The answer

If the owner of the money is known, it must be returned to him. If unknown, it must be publicized for one year in the place where the money was found or in a place where its owner is likely to be found. If the owner is not found, it is permissible to dispose of it while guaranteeing it to its owner whenever he appears. As for money of little value which its owner does not care for, it is not obligatory to publicize it, and it is permissible to take it.
