What is the ruling on dyeing eyebrows with kohl for adornment?

It is not permissible to dye the eyebrows black for both men and women, due to the general prohibition by the Prophet, peace and blessings be upon him, against dyeing gray hair black. A severe warning has been reported for those who do this at the end of time.
