Adorning oneself excessively (tabarruj), applying makeup, and going out in public like that are majorForbidden acts. The woman who does this must repent to Allah Almighty. However, her doing this does not nullify her ablution (wudu'), because sins do not nullify ablution. So, her ablution remains valid unless it is broken by one of the known nullifiers.
