What is the Sharia justification for repeating the Dhuhr prayer in congregation after the Friday prayer, on the grounds that the imam is not qualified?

If the Friday Imam is righteous and free from innovations, then it is not permissible to question his eligibility or to slander his religiosity. However, if he is an innovator, then it is possible to pray Dhuhr after the Jumu'ah prayer.
