Is Zakat obligatory on a house that was purchased with the intention of dwelling, but then its owner hesitated between selling it or living in it due to the cramped nature of his old dwelling?

Zakat (definition) is not obligatory for a man who is hesitant about the intention of trading a house he owns, because the default status of a house is that it is for personal use unless the intention to trade it is firm. If its owner intends to trade it after having bought it for personal use, or if he is hesitant, then Zakat is not obligatory upon him according to the majority of scholars.
