Is it correct to say, "And you do not will except that Allah wills," during calamities, and is the meaning of the verse compatible with this situation?

The Sunnah (definition) when afflicted by a calamity is to say: (Indeed, we belong to Allah, and indeed to Him we will return). It is also prescribed to say: (Allah has decreed, and what He willed, He did), based on the Prophet's (peace be upon him) saying: "And if anything befalls you, do not say, 'If only I had done such and such,' but rather say, 'Allah has decreed, and what He willed, He did,' for 'if only' opens the door to the work of Satan." And it is narrated from Allah the Almighty: "And you do not will except that Allah wills." These sayings are appropriate for the situation.
