What is the ruling on placing dusty or dirty items atop a cabinet that contains copies of the Quran?

A Muslim must revere, glorify, and respect the Book of Allah, and this necessitates forbidding anything that contradicts that. As for placing copies of the Quran in a cupboard and then placing other belongings on top of the cupboard itself without intending disrespect, there is no harm in that.
