Being kind to an orphan or a foundling is a great act of worship. It is permissible for a man to carry a small female child who is not typically desired, and to touch and kiss her if there is no suspicion. Kissing a small child's cheek out of compassion and mercy is a Sunnah, while kissing with lust is forbidden. Looking with lust is forbidden for both strangers and relatives. As for washing a female child, there is no 'awrah (intimate part) for a child before the age of seven according to the Hanbalis, so it is permissible to wash her if she is under seven; otherwise, it is not. Regarding a woman's interaction with a boy, a boy is divided into three categories: one who does not describe what he sees, for whom it is permissible to uncover; one who has reached puberty but does not experience arousal, who is like a mahram (unmarriageable kin); and one who experiences arousal, who is like an adult and from whom concealment is required. It is obligatory to consider the aspect of suspicion when dealing with a child.
