Why was prostration (sujud) presented before bowing (ruku') in the verse: "O Mary, be devoutly obedient to your Lord and prostrate and bow with those who bow"?

There is disagreement regarding the reason for prioritizing prostration (sujud) over bowing (ruku') in the verse.
