Is it permissible for one who lacks both means of purification (water and earth) to recite the Holy Quran and touch a fragmented mushaf?

It is permissible to recite the Qur’an for one who is not in a state of ritual purity, as long as they are not in a state of major ritual impurity (janabah (definition)). It is not permissible to touch the Mus'haf except for one who is ritually pure, according to the majority of scholars. However, some scholars permit one who lacks both means of purification (water and dry ablution) to touch it for the purpose of learning or teaching.
