What is the ruling on celebrating a wedding out of joy for a son and brother?

A wedding ceremony is permissible, indeed even recommended, by Islamic law, provided it is free from forbidden elements. What is forbidden is for the ceremony to include suspicious mixing between men and women, or for women to display their adornment in front of non-mahram men, or the consumption of alcohol, or immoral music and singing.
