Is it permissible for an engineer supervising a government project to supply labor to a contractor working on the same project and profit from it?

What we believe is that the nature of your work with this company does not allow you to work with this contractor, because you are an agent responsible for receiving work from the contractor and delivering it to the company. If you were to become responsible for executing some work for this contractor, there would be obvious favoritism, which would defeat the company's objective of sincere oversight.
