Does the Hadith: "These are the women who withhold their milk from their children" apply to a mother who substitutes her natural milk with formula for her infant, and what is the ruling on using formula for an infant in general?

Breastfeeding is an established right of the infant, and the mother must naturally breastfeed her child as long as she is still married to the husband, unless the spouses agree that someone else breastfeed him. It is permissible for the mother to breastfeed her child with formula milk, provided the husband approves and the infant is not harmed by it. A stern warning has been mentioned in the noble Hadith (definition) for women who withhold their milk from their children, and this warning is interpreted as applying to cases where the child is harmed by such action. However, if the infant is not harmed, for example, if another wet nurse is available or if the infant is satisfied with formula milk, then there is no objection to that.
