If folk songs are free from禁忌 (haram) like musical instruments and indecent lyrics, then there is no harm in creating a website to introduce them. However, if they contain any objectionable elements, it is not permissible to create a website to introduce them, even without links, because that would be an indication of them and an encouragement to listen to them.
