Should commercial offers purchased for one thousand riyals—a sum that does not reach the minimum threshold (nisab)—have zakat paid on them in Ramadan, or does their individual year (hawl) begin only when they reach the minimum threshold?

Trade goods have the same hawl (one lunar year) as the money with which they were purchased, and zakat (definition) is paid on them along with that money. The nisab (definition) (minimum amount subject to zakat) for banknotes is the equivalent of 85 grams of gold or 595 grams of silver, and in estimating it, what is most beneficial for the poor should be given preference.
