What is the ruling on turning "the Shemagh" inside out for someone who does not wear a robe?

Turning the garment inside out during the prayer for rain (Salat al-Istisqa') is a Sunnah that the Prophet, peace and blessings be upon him, performed, and it has been adopted by the majority of jurists. It is an act of optimism, hoping for a change of condition from barrenness to fertility.

Contemporary scholars have differed regarding turning the shmagh or ghutra inside out: - The first opinion: It is recommended to turn them inside out by analogy with the [outer] garment (rida'), and this is the view of Ibn Baz and Ibn Jibreen. - The second opinion: It is not recommended to turn them inside out, because they are equivalent to the turban, for which there is no narration of the Prophet, peace and blessings be upon him, having turned it inside out. This is the view of the Malikis and Ibn 'Uthaymeen, and this opinion appears to be more preponderant.
