Obtaining electricity through illicit means is forbidden by Islamic law due to its involvement in wrongfully consuming people's wealth, failing to fulfill trusts, and it is considered theft. The fact that the authority responsible for electricity will hold the building owner accountable for his previous transgression does not prevent him from submitting an application to install an electricity meter.
