Is it permissible to give a gift to someone who withholds zakat, after reminding him of its obligation?

Whoever meets the conditions for the obligation of zakat (definition) (reaching the nisab (definition) and the passing of a hawl (lunar year)) must pay their zakat immediately. This includes the zakat on the wealth of their children who are under their guardianship. Withholding zakat is one of the gravest sins. It has been reported in the Hadith (definition) that the wealth of one who withholds zakat will appear to them on the Day of Resurrection as a bald serpent. Obligatory zakat is not waived by giving a gift, or charity, or habs (endowment), and these do not suffice for it, because obligatory zakat requires a specific intention for it. Performing the obligatory zakat is the most beloved act by which a servant can draw near to Allah. Zakat is not waived by the passage of time; rather, one must pay the zakat for past years in which it became obligatory upon them.
