The answer

The emission of madhy (pre-seminal fluid) before maniy (seminal fluid) is not always consistent. Whoever is certain of its emission must wash whatever it has touched on the body and sprinkle water on the clothes. But if one is certain it has not been emitted or is in doubt, then nothing is required of him.
