Why do fatwas, when discussing the purity of semen, not address the impurity of pre-seminal fluid (madhy), which usually precedes the emission of semen?

The emission of madhy (pre-seminal fluid) before maniy (seminal fluid) is not always consistent. Whoever is certain of its emission must wash whatever it has touched on the body and sprinkle water on the clothes. But if one is certain it has not been emitted or is in doubt, then nothing is required of him.
