Is it permissible for a traveler to combine the Maghrib and Isha prayers at the time of the Maghrib prayer?

It is permissible to shorten and combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers for a traveler arriving in Jordan, unless he intends to stay for more than four days. However, if he intends to stay for more than four days, he must pray the full prayers at their appointed times. Based on this, combining Maghrib and Isha at the time of Maghrib is valid if the traveler is among those for whom shortening and combining prayers are permissible.
