Is the husband's money lawful if he is a state engineer working as an advisor to the mayor and a member of the projects evaluation committee, and his opinion is dominant on the committee, in addition to his assisting one of the execution institutions with administrative affairs without compensation, and in some cases he enters projects in its name and executes them himself using its resources to obtain profits?

The question implies two scenarios:

The first scenario: If the engineer works for an institution that wants to participate in the tender, and he prepares and improves the tender file, and receives a salary for it, we do not believe it is permissible for him to do this work due to the risk of him being biased towards the tender of the institution he works for. However, if he knows he is capable of not being biased, and his work is outside official working hours, and there is no impediment, then it is permissible.

The second scenario: If the engineer submits the tender for himself under another name because the law prohibits members of the tender committee from participating in it, then it is not permissible for him to do so, as it circumvents the law. This is due to the aforementioned caveats and because he is required to adhere to the terms of the employment contract that prohibit him from doing so, as the Prophet (peace be upon him) said: "Muslims are bound by their conditions."
