What is the ruling on reciting Al-Fatihah for the soul of the deceased at home or when passing by graves?

The most preponderant opinion is that the reward for reciting the Qur’an, including Al-Fatiha, reaches the deceased. The reciter may dedicate the reward of their recitation to the soul of the deceased. As for the supplications that are legislated when passing by graves, they are: "Peace be upon you, O inhabitants of these dwellings, from among the believers and Muslims. Verily, Allah willing, we shall join you. We ask Allah for well-being for us and for you," and also: "Peace be upon you, O dwellers of the graves. May Allah forgive us and you. You are our predecessors, and we are following in your footsteps."
