What is the ruling on the Hijab in Islam, and is it fixed or subject to change?

Scholars have agreed on the obligation for a woman to cover her head. As for covering the face, they have agreed on its obligation when there is fear of temptation, and they differed on it when temptation is not feared. And the is among the fixed morals in Islam that do not change with the change of time or place, because it falls under covering the 'awrah (intimate parts) and protects the woman.
