What is the ruling on one who forbids marriage and women upon himself?

No one is permitted to forbid what Allah Almighty has made lawful, whether it be women or food, as Allah Almighty says: "O you who have believed, do not prohibit the good things which Allah has made lawful for you, and do not transgress. Indeed, Allah does not like transgressors" (Al-Ma'idah/87). Whoever does so must repent to Allah Almighty and offer expiation for breaking an oath.
