The answer

from a distance is not permissible, as stated by the Permanent Committee: "Ruqyah must be performed directly on the patient, and not through a loudspeaker, nor over the phone; because this contradicts what the Messenger of Allah, peace and blessings be upon him, and his companions, may Allah be pleased with them, did." Shaykh Salih Al Al-Shaykh explained that direct ruqyah is preferable, as the fewer intermediaries there are, the more beneficial the ruqyah. Therefore, the aforementioned direct ruqyah is not available from a distance, nor through intermediaries, but it can be substituted with supplication (du'a), or by reciting ruqyah over water and sending it to the patient to drink, which is a form of protection.
