Is performing Umrah during a family visit considered a breach of the pledge "The purpose of the application is for a family visit only and not for performing Hajj or Umrah"?

Scholars have stipulated that the ruler may restrict permissible acts if doing so serves a public interest. It is not permissible to violate these regulations as long as they contribute to the public interest. Adherence to them is obligatory, and whoever violates them incurs sin, especially in Hajj, to prevent chaos and destruction due to overcrowding. However, if the restriction of a permissible act is not for a general public interest, then there is no harm in violating it, provided it does not involve self-abasement or exposing oneself to humiliation and punishment.
