How does Allah curse the plucker of eyebrows (al-namisah) but not curse Pharaoh?

It is not certain that Allah Almighty did not curse Pharaoh; rather, He cursed him and his people with successive curses in this world and the Hereafter, as stated in the Holy Quran: "And they were followed in this world with a curse and on the Day of Resurrection. Wretched is the gift given." (Hud: 99). Commentators explain this verse to mean that the curse afflicts them in this world and the Hereafter. It is also mentioned that the wrongdoers will be afflicted with a curse and a terrible abode on the Day of Resurrection: "The Day their excuses will not benefit the wrongdoers, and they will have the curse and they will have the worst abode." (Ghafir: 52).
