Is it permissible to adopt the ruling that the niqab is obligatory in countries where it is prevalent, and to deem it recommended or not obligatory in countries where uncovering the face is customary? And is it permissible to wear the niqab without covering the hands in Saudi Arabia?

Scholars have differed regarding the ruling on covering the face and hands, and the preponderant opinion is that it is obligatory. A common person acts according to the قول of one whose knowledge he trusts, and if he is given a fatwa that it is obligatory, then he is bound to adhere to it. A husband abandoning his wife because of her commitment to acts of obedience is considered a reprehensible act; rather, he should thank her and assist her. It is obligatory for a woman to cover her face and hands. Both spouses are advised to be wise and engage in good dialogue to discern the truth and be guided by it.
