It is permissible to give one's brother zakat if he is in debt and does not possess enough to repay his debt, in accordance with the Almighty's saying: "Indeed, zakat expenditures are only for the poor and for the needy and for those employed to collect [zakat] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt." However, it is not permissible for him to take his own zakat or benefit from it.
