"Those employed on it" (al-amilina alayha) in the verse of sadaqat (charity) are those who are responsible for collecting, accounting for, and distributing zakat, under assignment from the ruler. This includes scribes and accountants. This does not include a private agent of the wealth owner, nor volunteers or workers in charitable organizations, unless they are appointed by the state. Charitable organizations may pay the salaries of their workers from their own funds or donations, but not from zakat funds.
