It is permissible to give zakat (definition) to a debtor (gharim (definition)) who is unable to repay his debt, provided that he does not own anything beyond his basic needs that could be used to repay the debt, even if he possesses enough to sustain himself and his family for a year or more. It is necessary to verify the condition of the debtors and their inability to pay. It is also permissible to pay the zakat directly to the creditor without giving it to the debtor. However, it is preferable to give it to the debtor if he is trustworthy and diligent in repaying his debt; otherwise, it should be paid to the creditor.
