Is it permissible to wear unstitched shorts under the ihram garments?

The forbidden sewn garment during the state of ihram is that which encompasses a limb, such as shorts (al-short) and underpants (al-tubban). This is what the majority of scholars have prohibited. However, it was narrated from Aisha and Ammar ibn Yasir that they permitted it. The narration from Aisha was interpreted as being due to need and necessity to cover the 'awrah. Therefore, the correct view is to prohibit the wearing of underpants (al-tubban) for a person in ihram because they are sewn to fit the limb, and they are in the ruling of trousers which are forbidden. It is permissible to wear them in extreme necessity, along with paying a fidyah (expiatory offering) for whoever fears harm.
