Is it permissible to give zakat to one's needy mother and siblings, in addition to the monthly allowance provided to them?

The preponderant view is that it is permissible to pay zakat to any relative who is eligible for it, with the exception of parents and children. Some scholars have permitted giving it to needy parents. It is not permissible to give zakat to relatives whose maintenance is obligatory upon the giver, if it is intended to cover their essential needs. However, if it is given for a matter that the giver is not obliged to undertake, then it is permissible, and in fact, they have a greater right to it. It is permissible to pay zakat to eligible siblings, and this is both charity (sadaqah) and a means of maintaining family ties (silat ar-rahim). As for the mother, zakat should not be given to her.
